Below-normal precipitation the past couple of years has meant that Island Lake has been drawn exceptionally low as Minnesota Power released enough water from the reservoir to maintain minimum water levels and flow rates downstream on the St. Louis River. Those levels and rates are set by state and federal regulations. Leaseholders, private landowners and others at the meeting asked that Minnesota Power reduce its draw-down on the reservoir when its level is especially low.
