SPRINGFIELD - At least once a day, an anxious pet owner calls the Cascade Animal Clinic to ask if veterinarians Veterinarians and veterinary surgeons (vets) are medical professionals who operate exclusively on animals. Well-known and notable veterinarians include:

But that soon could change, as the City Council will take on the topic at 7 tonight during a public hearing at City Hall, 225 Fifth St.

Several people are expected to testify at the hearing, but councilors will not vote on the issue until a later meeting.

Requiring Springfield veterinarians to report all rabies vaccinations allows county officials to know if an inoculated dog has a license, as required by law. When an unlicensed dog is discovered, its owner is mailed a notice and a bill for a license.

The task force report said only 12 percent of dogs were licensed in Springfield as of 2003.

 Roberta Boyden, a member of the citizen task force, disagrees. Boyden wrote that before coming to Lane County, she worked in clinics in five other states where rabies reporting was mandatory for vets.

"I hope when you consider adopting the rabies reporting in Springfield that you will view the benefits to the community as a whole as far exceeding any minor inconvenience it might create for a few individuals," Boyden wrote.

Under Springfield's city code, a maximum of three adult dogs are allowed per residential lot.

Springfield could decide to approve the reporting rule but continue its own dog-licensing program, which last year generated about $25,000 that the city used to offset the $42,000 it pays Lane County each year for animal-shelter services. The city requires licenses for all dogs more than 6 months old.

, who briefed the City Council on the county proposal last month, said he is not sure how much support it has among councilors. But he'd like to see the somewhat controversial issue resolved soon.

"I hope the council puts this thing to bed one way or another," Smith said.
