Spectra Environmental Group, Inc. and Spectra Engineering, P.C. have added four professionals in key areas of engineering practice and public policy.

The additions give the growing firm added strength at a time of increasing activity in key areas of practice.

Gregory H. Sovas, P.E. - vice president of governmental affairs

Formerly director of New York State's Division of Mineral Resources within the New York State Department of Environmental Conservation (NYS DEC). Sovas brings nationally acknowledged expertise in the field. Prior to retiring from DEC in January 2001, he was responsible for the regulation of more than 2,500 mines in the state, over 14,000 gas and oil wells, and the leasing of 70,000 acres of state land for oil and natural gas development. He has served as the Governor's Representative to the Department of the Interior Outer Continental Shelf Advisory Committee and the Interstate Oil and Gas Compact Commission. Sovas is recognized also for his work on the State's Mined Land Reclamation Law. Sovas holds an MS in Environmental Engineering from the University of Massachusetts, and a BS in Management Engineering from Worcester Polytechnic Institute.

Matthew J. Lucey - senior structural engineer

Lucey joins Spectra from his prior position as Senior Engineer with Pall Trinity Micro in Cortland, N.Y. where his work focused on construction of support systems for wastewater treatment plants and petroleum refineries. Lucey managed full scale projects overseas, in China and Taiwan, a petrochemical facility in the former and the Taiwan Nuclear Power Plant in Taiwan. At Spectra his expertise will be applied in projects involving environmental issues and structural engineering. Lucey holds BS and MS degrees in Civil Engineering from Syracuse University.

Jason C. Kappel - Hydrogeologist

Kappel has career experience in site investigation and remediation, as well as management of water supply projects for both municipal and industrial clients. He will be involved with the siting of new quarries, and related reclamation projects. He holds BS and MS degrees in Geology from RPI, where he completed his undergraduate studies magna cum laude and was elected a member of the Scientific Honor Society, Sigma XI.

Emilie Ashton - Staff Geologist

In her prior position with Earth Satellite Corporation, she was responsible for quality assurance review of satellite image interpretations. Ashton holds a BA degree in Geologic sciences from Cornell University.
