South Africa's gun control.

In respect to your article "No Gun? Use a Spear" (April 18, 2005), I think some clarity may be in order. South Africans This is a list of notable South Africans with Wikipedia articles. Academics, Medical and Scientists

  • Estian Calitz, academic (1949 - )
(and apparently the rest of the world) have been given to believe that the new gun laws in South Africa South Africa, Afrikaans Suid-Afrika, officially Republic of South Africa, republic (2005 est. pop. 44,344,000), 471,442 sq mi (1,221,037 sq km), S Africa.  are to control guns. This is simply not true.

Since the enactment of the new law on July 1, 2004, according the head of the Firearm firearm, device consisting essentially of a straight tube to propel shot, shell, or bullets by the explosion of gunpowder. Although the Chinese discovered gunpowder as early as the 9th cent., they did not develop firearms until the mid-14th cent.  Registry The configuration database in all 32-bit versions of Windows that contains settings for the hardware and software in the PC it is installed in. During the six-year period up to December 2003, the Registry was issuing over 157,000 licences on average per year.

Prior to this new legislation (in reality a de facto [Latin, In fact.] In fact, in deed, actually.

gun ban), we know that probably the most indicative crime statistic--the murder rate--went down every year over six years during a period where legal gun ownership increased, mainly (95%) to black applicants, in effect giving more credence to Dr. John Lott's famous line: "More [legal] Guns = Less Crime." This is obviously true no matter which sector of society's hands legal guns are in, black or white.

Included in the new law is a requirement that applicants must pass a comprehensive written test on the actual new law itself. This, in a country where the police and the army --by their own admission--enjoy a 40% illiteracy illiteracy, inability to meet a certain minimum criterion of reading and writing skill. The exact nature of the criterion varies, so that illiteracy must be defined in each case before the term can be used in a meaningful
rate and are issued far more dangerous weapons than most civilians. And in dependent research indicates that as much as 85% of guns used in crime are actually from the police and private security companies' staff; they are not purchased or stolen from private individuals.

So if every single gun in civilian hands were to be appropriated by the State, nothing would change.

The background checks required are also worse than your article made them out to be. The eligibility of an applicant includes canvassing one's neighbors as to their attitude, both to guns as well as to the applicant (their neighbor) having one. Background checks also include the option for police to insist on a psychological assessment from a psychologist/psychiatrist as to the applicant's mental state.

In addition to these burdens placed upon owners by the government's legislation, there are negative financial and social aspects of the new legislation.
