The participants enhance their professional development through a unique series of four graduate and upper-division-baccalaureate equivalent courses. The EFOP spans a 4-year period with 4 core courses. Each course is 2 weeks in length. Each EFOP participant must complete an Applied Research Project (ARP) that relates to their organization within 6 months after the completion of each of the four courses. A certificate of completion for the entire EFOP is awarded only after the successful completion of the final research project. Additionally, while completing the program requirements, Ott was awarded the EFOP 2000 Outstanding National Research Award. Ott joined the City of Solana Beach from the City of Imperial Beach in July 2003 after serving as both the Interim Assistant City Manager and Public Safety Director, and is no stranger to leadership, long hours or a heavy workload. Previously, he held a similar dual role in Imperial Beach, serving as both Fire Chief and Public Safety Director since 2000. With over 30 years of fire and public safety related experience in Southern California, before entering municipal service, Ott was both a firefighter and fire engineer with the US Forest Service for six years. As Solana Beach's Public Safety Director, Ott oversees and manages the Fire Department, Marine Safety, Code Compliance, Public Safety and Parking Enforcement. He also directs two of the city's Contracted Services supplied by San Diego County, Animal Control and the San Diego County Sheriff Department's local efforts. Additionally, he serves as the city's staff liaison to the City Council appointed Public Safety Commission. Mr. Ott is also assisted by Deputy Fire Chief Dave Holmerud who has been with the Solana Beach Fire Department for over 32 years, and a 1993 recipient of the NFA NFA - Finite State Machine Executive Fire Officer Certification. Mr. Ott, age 48, also serves as the Fire Chief for the City of Del Mar under a joint fire management services agreement between the Cities of Del Mar and Solana Beach.
