So much for Britannia. (News in Brief: England).


London--A few snapshots of life in Prime Minister Blair's Britain. Even as he prepared his country for war as President George W. Bush's ally, Mr. Blair's social juggernaut blunders on its destructive path. But one or two snippets of good news first.

The administrative area of Greater London contains thirty-two London boroughs. Twelve of these plus the City of London constitute Inner London, while twenty others constitute Outer London.
