Small Business Health Plan legislation moves out of senate committee.


On March 15, the Senate Health, Education, Labor and Pensions (HELP) committee approved legislation that would allow small businesses to band together across state lines through membership in a trade association to purchase affordable health insurance plans for its members. The Health Insurance Marketplace Modernization modernization

This is the first time a Senate committee has approved Small Business Health Plan (SBHP) legislation. The full House of Representatives passed a similar bill, the Small Business Health Fairness Act of 2005 (H.R. 525), on July July: see month.  26, 2005, but the Senate companion bill, S. 406, was stalled stall 1

SBHP legislation would allow bona fide [Latin, In good faith.] Honest; genuine; actual; authentic; acting without the intention of defrauding.

A bona fide purchaser is one who purchases property for a valuable consideration that is inducement for entering into a contract and without suspicion of being
 trade and professional associations to independently pool their members, gaining bargaining power that the government, big business and unions currently enjoy when negotiating with insurers for health care prices. SBHPs also would reduce some of the administrative burden small businesses face and give them more choices in the types of plans they can offer to their employees.
