Bylaws may specify the qualifications, rights, and liabilities of membership, and the powers, duties, and grounds for the dissolution of an specify that other nominations may be submitted to the President's office before November 1, 2005, provided that each nomination is signed by at least 1% of the voting members and provided further that each nominee specifies in writing his or her willingness to accept the nomination.
