Silverstein, who purchased a 99-year lease from the Port Authority of New York and New Jersey Port Authority of New York and New Jersey, self-sustaining public corporation established in 1921 by the states of New York and New Jersey to administer the activities of the New York–New Jersey port area, which has a waterfront of c.  six weeks before the Sept. 11 terrorist attacks, was the keynote speaker at the Buildings New York New York, state, United States

Although Silverstein will choose his own team, he said he would keep alive the spirit of Daniel Libeskind's design that was selected by the Lower Manhattan Lower Manhattan is the southernmost part of the island of Manhattan, the main island and center of business and government of the City of New York. "He is a very creative architect with whom I have great respect," Silverstein said. 'The 16-acres will reflect Dan's vision of the site."

If the court determines that the two planes that crashed into the center 20minutes apartiare a single event, the insurance carriers would only have to pay Silverstein half that amount.

"There were two separate time frames, two planes ...," Silverstein said. "How the hell could you call this anything but a multiple event."

Silverstein is confident that the deci- sion will fall in his favor.

"Gov. Pataki set forth his schedule for the World Trade Center and he indi cated August of '04 they would be laying the cornerstone of the worlds tallest building," he said. "By '08 we will have completed the world's tallest towers at the World Trade Center, the freedom tower.

With the current 12 million SF of vacant commercial space in Lower Manhattan, Silverstein plans: to tailor his plans to the needs of the business community.

"If demand falls off, then we'll slow that pace. If demand accelerates, we will increase that pace," he said, "It will support two and half million square feet, it will be first-class office space."

Safety will also be a prime focus.

"It will be built to the highest standards we can design," he said. "Clearly this is a raising of the-benchmark for safety of buildings in high-rise office buildings."

Silverstein is working closely will all parties involved in the project in order to see its completion in 2012.
