Mr. Steve Bonta, Director, Sustaining Forces, Defense Finance and Accounting Service The Defense Finance and Accounting Service (DFAS), an agency of the United States Department of Defense, provides finance and accounting services for the military and other members of defense.

In FY 2004, DFAS:

This perspective revealed that the 27 DW organizations have double the number of appropriations of each of the Services and ten times the funding of the Transportation Department budget for the Coast Guard.

When adjusted for military pay, DW appropriations are larger than the Army and two-thirds the size of the Navy and the Air Force. This is no surprise since DW provides highly specialized combat support to all the Army, Navy, Air Force, and Marine Corps warfighting forces.

A special project for direct budget execution reporting with potentially fir-reaching benefits for all DoD Components was described by Ms. Elaine Kingston, Special Operations Command Comptroller, and Mr. Steve Bonta, Director, Sustaining Forces, at the Defense Finance and Accounting Service (DFAS DFAS Defense Finance & Accounting Service (US DoD)

)-Indianapolis. This project holds great promise as the fruition of the concept of a closed, automated system for release of funds and direct reporting of budget execution accounting activity.

Members of the professional staff of the Office of the Under Secretary of Defense (Comptroller) Program and Financial Control Directorate were also featured speakers. Ms. Gwen Brown discussed the requirements for the thrice-annual review of program execution in great detail. Mr. Gerald Parker clarified the accounting and budgeting connection for cross-referencing official reports. Ms. Gloria Head described the quantum leap forward for maintaining and using the Comptroller Information System. And finally, Mr. Clarence Hoop explained the importance of and systems safeguards for information security.

The DW participants then joined forces with the DFAS Service Day attendees for special business line briefings by DFAS center directors. Ms. JoAnn Boutelle (Commercial Pay, Columbus) outlined her organization, goals, initiatives, and anticipated benefits. Mr. Lee Krushinski (Accounting, Cleveland) described his executive role, priorities, initiatives, and future plans. Mr. Steve Turner (Payroll Services, Denver) provided an in-depth glimpse of his operations and future plans. Ms. Kathy Noe concluded by giving an overall DFAS systems integration update.
