43. Sentence

U.S. Appeals Court    Lyons v. Mendez, 303 F.3d 285 (3rd Cir. 2002).
                      A prisoner sought habeas corpus relief and the
  EX POST FACTO       district court denied his petition. The appeals
                      court reversed and remanded, finding that the
  PAROLE-GRANTING     imposition of additional, retrospective
                      punishment on the prisoner was a violation of the
                      ex post facto clause. The U.S. Parole Commission
                      had applied a good cause provision in a parole
                      determination statute, which the appeals court
                      found to be an ex post facto violation for
                      members of a class of prisoners who committed
                      crimes between the enactment of the statute and
                      its subsequent amendment. The appeals court held
                      that the prisoner was entitled to a parole
                      release date that was within the guideline range,
                      rather than the later date that the Commission
                      set by applying the subsequent statutory
                      amendment. (U.S. District Court, Middle District
