Second deputy and first secretary of Wolesi Jirga elected.

KABUL Kabul (kä`bl, kəbl`), city (1997 est. pop. 1,500,000), capital of Afghanistan and of Kabul prov.  (PAN): The second deputy speaker and secretary of the Wolesi Jirga Noun 1. Jirga - a Pashto term for a decision making assembly of male elders; "most criminal cases are handled by a tribal Jirga rather than by laws or police"  were elected on Monday while candidates for the positions of first deputy and deputy secretary failed to win the required number of votes.

As there were 226 members of the 249 house present, candidates required 114 votes to qualify for their positions.

The candidates for the second deputy speaker of the Wolesi Jirga were Nazifa Zaki, a representative from Kabul city, Abdul Wali Niazi, from northeastern Badakhshan province Ahmad Behzad from western Herat province.

Behzad won 124 votes and was elected as the second deputy.

The candidates for the secretary position were Saleh Mohammad Saljoqi, from Herat and Abdul Qadir Qalatwal, from southern Zabul province.

Qalatwal qualified for the position by getting 120 votes.

Meanwhile, candidates for the first deputy speaker post Nadir Khan khan

 Katawazi, from southeastern Paktika province, who won 103 votes, and Abdul Ahad Afzali, from Badakhshan, who got 101 votes, both failed to qualify for the post.

The candidates for the deputy secretary of Wolesi Jirga were Humaira Ayubi, from western Farah province, Farhad Azimi, from northern Balkh province, and a representative of nomadic See nomadic computing.  Kuchis, Haidar Naeemzoi.

Ayubi got 68 votes, Naeemzoi 57 and Azimi won 76 votes, none qualified for the position.

The speaker of Wolesi Jirga, Abdul Rauf Ibrahimi, said a second round of elections will be held between Ktawazi and Afzali for the position of first deputy and between Azimi and Humaira Ayubi for the position of deputy secretary on Tuesday.

The 87th article of the Constitution states: "Each of the two houses of the National Assembly, at the commencement of their work period, shall elect one member as president for the term of the legislature, and two members as first and second deputies and two members as secretary and assistant secretary for a period of one year."
