School board incumbents face little competition.Byline: Anne Williams and Greg Bolt The Register-Guard Incumbents appear to be shoo-ins for many of the local school board seats up for grabs in the May 15 election. With the fourth open seat, the incumbent - board Chairman Tom Herrmann - opted not to run, and former Mayor Jim Torrey was the only candidate to throw his hat into the ring. "When it's districtwide and there's not a ward or precinct and the school board elections seem to kind of fly below the radar for the community, it's really kind of tough to get the message out," Herrmann said.
