Scholars get in on early dollars.Byline: Greg Bolt The Register-Guard Early birds in the competition for college scholarships could line their nests with a little extra cash this year. The scholarship season is just getting started for students who plan to enroll in fall 2006, and the Oregon Student Assistance Commission The Oregon Student Assistance Commission (OSAC), established by the Oregon Legislature in 1959, is primarily charged with administering student financial aid programs, and through its Office of Degree Authorization, authorizing and regulating the granting of degrees by institutions is giving away 19 $500 awards to students who file their applications by Feb. 15. The awards will be drawn randomly from applicants in a variety of groups defined by grade-point average ranges and college choice to spread the bonuses among different types of applicants. OSAC OSAC Overseas Security Advisory Council (US State Department) OSAC Organization of Saskatchewan Arts Councils OSAC Overseas Schools Advisory Council OSAC Operational Support Airlift Command (United States Army) offers more than 320 scholarship programs totaling more than $10 million with individual awards ranging from $500 to $20,000. Students can fill out a single application online to apply for any of the scholarships, although many also call for individual essays or other personal responses. The application form is available at www. getcollegefunds.org. Most scholarships are for Oregon students entering or returning to college in fall 2006, but some are open to out-of-state students. Also, some are restricted to Oregon colleges while others can be used at eligible institutions around the country. The online application, known as the eApp, includes search and filter options to help students tailor their scholarship search. The eApp is the preferred way to apply for scholarships offered through OSAC because it automatically detects any errors and allows more scholarships to be selected. For those not seeking an early bird scholarship, the deadline for applications is March 1. The OSAC Web site also offers general information about financial aid, including links to other scholarship search engines. OSAC also administers the Oregon Opportunity Grant, the state's primary need-based financial aid program. The agency awarded more than $23 million in grants last year and will increase that amount by 70 percent this year thanks to increased funding pushed by Gov. Ted Kulongoski Theodore R.
