Initial inquiries have bee sent to international companies for a partnership in the project. In early May 2008, Saudi Aramco and Total have signed 13 agreements with contractors for the refinery. Project scope The plant will be a grassroots refinery. The refinery is set to produce clean fuels, which are increasingly in high demand due to tighter product specifications in key export markets. It will primarily target exports to Asia, Europe and the Mediterranean. Project structure Saudi Aramco is the client. Total has been selected as a joint venture partner for the project.
