San Francisco will mandate a fee of 17 cents per plastic or paper bag used in city grocery stores.

In what will be a first for the U.S., the city will levy the charge to reduce usage of plastic bags--over 90% of grocery bags--and encourage recycling recycling, the process of recovering and reusing waste products—from household use, manufacturing, agriculture, and business—and thereby reducing their burden on the environment.  and a cleaner city by reducing litter and increasing maintenance budgets.
