The Redevelopment Agency will leverage the HELP Program financing by pooling it with other sources of affordable housing funds. The HELP funds will be used to assist with the development of 69 affordable residential units in a new multifamily rental complex which includes Artists Commons, a Shared Production and Performance Gallery, retail space and a large outdoor plaza. The complex will also include thirteen market-rate condominiums. Affordable units will be occupied by tenants with very-low and low incomes along with support services support services Psychology Non-health care-related ancillary services–eg, transportation, financial aid, support groups, homemaker services, respite services, and other services to address the needs of the residents. Since 1998, the HELP Program has partnered with 104 local government entities to fund $166.6 million in low interest HELP loans to acquire, develop, rehabilitate re·ha·bil·i·tate v. 1. CalHFA funding provides additional resources to address localities' unmet un·met adj. Through the HELP program, CalHFA offers two funding cycles of approximately $7.5 million in the fall and spring of each year. Recipients of the semi-annual award are evaluated on six criteria: affordability, cost efficiency, maximization of benefits, implementation readiness, resource impact and comprehensiveness of program design. The California Housing Finance Agency was created in 1975 to meet the housing needs of low and moderate income Californians. To date, HELP funding has contributed to the financing of nearly 20,000 units of affordable housing for Californians who are most in need.
