on the World Trade Center, it became very clear that new procedures were needed to protect the occupants of office buildings in the event of non-fire emergencies," said Mr. Safir.

He said his firm was already advising building management companies about compliance requirements Compliance requirements are a series of directives established by United States Federal government agencies that summarize hundreds of Federal laws and regulations applicable to Federal assistance (also known as Federal aid or Federal funds). , which are among the most comprehensive in the country. For instance, the FDNY's Office Building Emergency Action Plan, which went into effect on April 6, 2006, requires buildings to develop plans for five different emergency situations: explosions, chemical incident, biological incident, nuclear incident, and natural disasters.

"This plan will have an impact on everyone--building mangers, owners, real estate corporate management, building security providers, fire safety directors, and even tenants," said Mr. Safir. "And, it places much more responsibility on all who now manage fire response situations--requiring more planning and the development of effective emergency response procedures."

The plans must be submitted to the FDNY FDNY Fire Department New York (New York City, NY, USA)
