 Hospital will spend up to $3.9 million to buy out the physicians with whom it opened an outpatient surgery Outpatient Surgery, also referred to as ambulatory surgery or same-day surgery, is surgery that does not require an overnight hospital stay. The hospital plans to move its outpatient surgery operations to the Regional Valley Surgery Center, making room for expanding the emergency room.

``The goal for us in the long run is to utilize that facility for all of the outpatient surgery, thereby freeing up the area inside the hospital currently used for outpatient surgery for use by the emergency room. The board at Wednesday's meeting authorized hospital administrators to proceed with purchasing the physicians' 55 percent share in the surgery center. The hospital owns 45 percent.

The vote was 4-0 with Director Dr. Abdallah Farrukh absent.

The $3.9 million figure was the appraised value An appraised value (USA) or mortgage valuation (Australia) pertains to the assessed value of real property in the opinion of a qualified appraiser or valuer. It is usually used as a pre-qualification & risk-based pricing factor related to the issuance of mortgage loans by a  of the center, Hill said. There are about 50 doctors in the physicians' group, hospital officials said.

Hospital officials said new Medicare regulations restrict what sorts of medical services can be owned by doctors. The regulations are prompting the hospital to review how to structure joint ventures.

``When we first went into it, we checked with the attorneys to make sure there were no conflicts and it was legal,'' Hill said. ``Medicare rules have changed, and depending on which attorney you talk to, there may be some issues with this. That's kind of figured into the equation. The bottom line is we needed to make a change in the operation of that.''

The 13,270-square-foot center opened in September 2000 in the 1700 block of West Avenue J, west of the hospital. Hospital officials at the time touted the center as an example of public and private cooperation.
