STUDY FINDS HIGH JOB LOSS ASSOCIATED WITH CARBON TAX/PROPOSED GLOBAL
 WARMING LEGISLATION
 WHAT: New Study on job losses resulting from carbon dioxide
 reductions, including state-specific impacts, to be
 released by CONSAD Research Corporation, a Pittsburgh-
 based think tank.

 WHO: Dr. Wilbur A. Steger, president, chairman and founder of
 CONSAD Research Corporation, a national, private sector
 think tank established in 1963. A former advisor to the
 Vice Presidential Task Force on Regulatory Relief during
 the 1980s, Steger continues to advise the administration
 on technological, economic and regulatory matters.
 BACKGROUND:
 A carbon tax is the most commonly prescribed
 policy option for stabilizing carbon dioxide emissions by
 the year 2000. The CONSAD study reveals that America's
 most basic industries would bear the brunt of a carbon
 tax that could result from a shift in U.S. policy on
 climate change.
 Legislation currently pending in Congress would likely
 require carbon tax, or stringent and costly regulations,
 in order to achieve the required 20 percent reduction in
 emissions needed if carbon dioxide is stabilized at 1990
 levels by the year 2000.
 In addition, the United Nations is negotiating a global
 climate treaty that is scheduled to be signed at the
 Earth Summit in Rio de Janeiro next month. Signing such
 an agreement could also force the U.S. government to
 impose a carbon tax on the use of fossil fuels.
