The existing California City prison employs about 500 people.

Under the state plan, the new facilities could be built and operated by private companies but would remain under the state correction department's administrative oversight and control.

CCA's environmental studies will also look at the possibility of expanding the operations supporting the federal contracts should the company fail to land a state contract. The study would look at the idea of expanding by 2,000 beds.

Having environmental clearances in hand would be one fewer hurdle for the company should that option ever become available, Owen said.
