``When you look at the existing conditions, it's ripe for redevelopment,'' said Jerry Pollak of the AIA-San Fernando Valley, which helped draw up a municipal blueprint for the turnaround of Panorama City.

``The whole aim of our project is to make (Sun Valley) into a vital area -- to increase job opportunities, to make it more aesthetically pleasing.''

Residents of the northeast San Fernando Valley community have long been victims of industrial blight.

Following the most intense study of its kind in the state, air regulators will soon publish the results of five air monitoring stations in Sun Valley.

The group hopes to construct a cohesive plan for 1,500 acres that now include trash and recycling centers, auto dismantlers, parts yards, granite and rock suppliers, industrial painting and chrome-plating shops.

In their place, planners hope to draw high-paying industries, a movie and TV sound studio, a retail village, apartments, a high-tech high school, Metrolink station and a park with lakes atop the old gravel pits.

``The area doesn't have to be a wasteland,'' said Bruce Ackerman, chairman and chief executive officer of the Economic Alliance, and a member of the study team.

``Somebody's got to go in there with a plan to rebuild the area so it has some sense of environmental (purpose), generates good jobs and provides decent housing.''

The study is expected to take three to six months.

The 20-member volunteer study team, led by Pollak, will include architects, attorneys, economic development specialists and an engineer, city planner and real estate agent.

About 150 students at the California State University, Northridge CSUN offers a variety of programs leading to bachelor's degrees in 61 fields and master's degrees in 42 fields. The university has over 150,000 alumni. It's also home to a summer musical theater/theater program known as TADW (TeenAge Drama Workshop) that leads teenagers through an , Pierce College and Woodbury University will also contribute plans for the Sun Valley face-lift.

,'' said Carol Silver, owner of PIP Printing in Sun Valley and past president of the Sun Valley Chamber of Commerce. ``I think it's a great idea. I am totally in favor of positive growth that allows people an opportunity ... to be involved. It should work very well for this area.''
