STUDIO SCHOOL NIXED BY ZONING OFFICIAL FOR LACK OF PARKING.

BURBANK - Plans for a proposed, seven-day-a-week recording engineering trade school have been killed after a Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  zoning administrator found that it would adversely impact the neighborhood with traffic and noise.

``The local neighbors are rightly concerned about the impacts of this proposed project,'' Perica wrote. ``With the spillover of parking, would come noise from late-night students and car alarms plus trash in front of local neighbors' property. The seven-day-a-week use is too intensive.''

, who bought the building and had invested up to $1.5 million in it, said he had expected the decision, based on the neighborhood's reaction.

``We will respect the zoning administrator's ruling, and we will not appeal,'' Knight said. ``And we will sell the property and welcome the neighbors' input on what should could in there next.''

More than 50 letters from Burbank and Toluca Lake residents had been sent to Los Angeles Councilman Tom LaBonge's office and to Burbank City Council members urging them to reject Knight's plan.

Knight, who owns the Los Angeles Recording Workshop on Lankershim Boulevard in North Hollywood, had filed two variances asking to reduce the number of parking spaces needed.

There are 82 available spaces at the building, and residents at a Toluca Lake Neighborhood Council meeting last month were concerned that students would end up parking throughout the neighborhood. Knight, they said, was never clear about how many students, teachers and staffers would be at the school at one time.

The decision was music to the ears of residents who opposed the project.

``It's excellent news,'' said Burbank resident Sandy Jackson Jackson.
