``It was a total disaster,'' resident Robaire Viloria said Friday afternoon. ``I was supposed to be at a seminar at 1 p.m. And I hadn't bathed yet.''

``We're kind of bumming here,'' said Chad Yasuhara, 20. ``It's just kind of getting things off to a slow start. We're just trying to look at our options here as far as all those little important things like bathing and brushing your teeth.''

Even bottled water delivery was hindered by the street blockades around the construction site, Viloria said.

``I myself do get Sparkletts, and they're supposed to get here today, if they can get through,'' he said.
