 officers shut down the eastbound lanes of the freeway at the collision scene for about four hours, backing up morning commuters for miles. The lanes were reopened at 9:40 a.m.

Countywide, there were 160 crashes on freeways from 5 to 9 a.m., compared with 62 during the hours on a recent dry Tuesday morning, said CHP Sgt. Ernie Sanchez.

Other crashes included a 13-vehicle chain-reaction pileup about 4 a.m. Tuesday on another stretch of the Foothill Freeway. Two people were injured - neither severely, said CHP Officer Richard Perez.

A pickup truck driver hit a Chevrolet Blazer, which rolled onto its side, blocking traffic. This triggered crashes of 11 other vehicles, including eight big rigs, the CHP said. The pickup driver fled the scene, Perez said.

As is typical after rain, county health officials warned swimmers to stay out of the ocean for 72 hours because of a high level of storm-related pollution washed to sea from city streets.
