of a $744 million public-safety bond measure that will be on the ballot in next Tuesday's election.

The City Council's Ad Hoc Committee ad hoc committee A committee formed with the purpose of addressing a specific issue or issues, which theoretically is disbanded once its raison d'etre is finished  on Capital Improvements approved regulations to create a five-member panel of construction experts as well as hire a project manager if the measure is approved by voters. The full City Council is to consider the proposal today.

``This provides for the type of citywide oversight we think is needed to get this done on a timely basis,'' Chief Legislative Analyst Ron Deaton said. ``We will have a good mix of outside and inside (managers) that we think will be a good model for this and future bond issues.''

Deputy Mayor Jennifer Roth said the oversight committee will provide assurances to voters that the work contemplated in the bond measure will be completed on time and under budget.

The proposal calls for the replacement of the aging and earthquake-damaged Parker Center Parker Center is the headquarters for the Los Angeles Police Department, and is located in Downtown LA. It is named for former LAPD chief William H. Parker. Originally with the prosaic name, the Police Administration Building, ground for the center was broken on December 30, 1952 , as well as construction of 18 fire stations and six police stations along with construction of a replacement helicopter facility at Van Nuys Airport Van Nuys Airport (IATA: VNY, ICAO: KVNY, FAA LID: VNY) is a public airport located in Van Nuys, California in the San Fernando Valley, within the Los Angeles city limits. .

Under the plan approved by the committee, the oversight committee would be composed of five people with experience in construction. Two of those would be from the San Fernando Valley San Fernando Valley

.

In addition to the citizen committee, a panel with representatives from the Mayor's Office, chief legislative analyst and city administrative officer will meet monthly with various officials to review the work's progress.

The bond measure has undergone difficulties recently, with opposition from the Howard Jarvis Taxpayers Association Howard Jarvis Taxpayers Association helped sponsor Proposition 13, the property tax-cutting initiative in California in 1978 which slashed property taxes by fifty-seven percent and initiated a national tax revolt. It was founded by California republican Howard Jarvis.  and a new committee called No Bonds Now, questioning the proposal at a time when the San Fernando Valley is considering secession secession, in art

In addition, the City Clerk's Office failed to include one page listing the projects in the sample ballot mailed to voters. It has since mailed out a new sample ballot to each of the city's 1.3 million voters at a cost of $340,000.
