STATE SET TO REEL IN FISHING SITES.

Saltwater anglers might be feeling like an endangered species endangered species, any plant or animal species whose ability to survive and reproduce has been jeopardized by human activities. ) is restarting the process of implementing a statewide system of marine protected areas Marine Protected Area (MPA) is often used as an umbrella term covering a wide range of marine areas with some level of restriction to protect living, non-living, cultural, and/or historic resources. A commonly used definition is the one developed by the World Conservation Union.  (MPAs).

The MPAs, which would protect marine habitat and biological diversity in the state's ocean waters threatened by coastal development, water pollution, and other human activities, were mandated by the state legislature A state legislature may refer to a legislative branch or body of a political subdivision in a federal system.

The following legislatures exist in the following political subdivisions:
 in the Marine Life Protection Act of 1999. But implementation of the act was shelved earlier this year because of the state's budget woes.

A first-year grant of $2 million by private donors, led by the Resources Legacy Fund Foundation in Sacramento, in addition to $500,000 of state money, is enough to restart the process.

``We're leveraging public money with private money,'' state Resources Secretary Mike Chrisman said. ``This governor is committed to protecting and restoring these oceans, particularly in California.''

A system of marine reserves, which might restrict or prohibit all fishing in some of California's coastal water, is supported by environmentalists and opposed by many fishing groups, who say the value of the reserves is unproven. The groups are also concerned that the use of private money might taint taint

an unpleasant odor and flavor in a human foodstuff of animal origin. Caused by the ingestion of the substance, commonly a plant such as Hexham scent, or while in storage, e.g. milk stored with pineapples, or as a result of animal metabolism, e.g. boar taint.

 Task Force on the marine reserves. The second group will be a Master Plan Science Advisory Team composed of academic and government scientists and others with science background in marine resources protection.

Workshops will provide opportunities for public comment.

``The ultimate result will be recommendations for alternative networks of MPAs going to the Fish and Game Commission in late 2006 for the central coast,'' Wintemute said. ``It will be up to the Commission to determine where these MPAs go and what they will look like.''

MPAs for the balance of state ocean waters are slated to be implemented by 2011.

Tom Raftican, president of United Anglers of Southern California Southern California, also colloquially known as SoCal, is the southern portion of the U.S. state of California. Centered on the cities of Los Angeles and San Diego, Southern California is home to nearly 24 million people and is the nation's second most populated region, , an advocacy group for sport fisherman, said, ``We're concerned when we see a top-down process where committees are appointed outside of public view and control access to California's resources.''

Raftican said his group has a lot of trust in Resources Secretary Chrisman, which voted against establishing the Channel Islands Marine Reserve when he was a member of the Fish and Game Commission. Raftican said his group is not entirely opposed to the concept of marine reserves.

``We're in favor of this if you do it right,'' Raftican said. ``There are a lot of people in a hurry to get this done and it's imperative that it gets done right, not fast.''
