STATE PROTECTION AND ADVOCACY AGENCIES FOR PERSONS WITH DEVELOPMENTAL DISABILITIES, MENTAL ILLNESS AND THE CLIENT ASSISTANCE PROGRAM (P&AS).State Protection and Advocacy The act of Pleading or arguing a case or a position; forceful persuasion. (P&As) offices are federally mandated to provide legally based advocacy services to people with disabilities in each state and territory. P&As primarily advocate advocate: see attorney. on behalf of special education students through funds from two federal programs--Protection and Advocacy for People with Developmental Disabilities developmental disabilities (DD), n.pl the pathologic conditions that have their origin in the embryology and growth and development of an individual. DDs usually appear clinically before 18 years of age.
