STATE ASKED TO FUND NOISE STUDY SCHIFF SEEKS $310,000 TO CUT AIRPORT DIN.

BURBANK - The state should pay $310,000 of the cost of a noise study needed to secure a mandatory curfew curfew [O.Fr.,=cover fire], originally a signal, such as the ringing of a bell, to damp the fire, extinguish all lights in the dwelling, and retire for the night. The Burbank-Glendale-Pasadena Airport Authority agreed last week to start the Part 161 study - the first time in the U.S. that a curfew is being sought for the new, quieter Stage 3 jets. The authority is expected to use its operating funds to pay for the study.

``We committed to the study before this effort to obtain state funding was in the picture,'' he said. ``That in itself should speak volumes to the local population about the commitment of the airport to this end.''

Gill said the authority had not approached Schiff for the funding.

The city of Burbank has said it will not approve a terminal project without an overnight curfew and a cap on flights. But the FAA indicated that even though a tentative agreement doesn't close the airport to planes overnight, a condition that closes it to passengers could be considered a mandatory curfew - something that would need the noise study.

The hush house Hush house is a generic term for aircraft jet engine testing facilities designed to reduce the jet engine noise.

There are two types of hush houses in general which are indoor and outdoor types.
, which would cost an estimated $2 million, is expected to muffle engine noise that bothers neighbors. It was identified as a way to help lessen the noise, along with insulating nearby homes.

The hangar would be used for small aircraft that have to idle their engines to warm up before take-off or during routine maintenance runs that can last up to 30 minutes.

``That can be a disrupting factor,'' Gill said. ``If you create this hush house it will muffle that activity so that it will be very, very hard to hear the noise.''

Schiff is seeking $200,000 for the hangar. The airport would have to pay the same amount to qualify for an 80 percent federal matching grant matching grant Academia Non-peer-reviewed funding in which a commercial enterprise, foundation, or philanthropy, federal government, contributes a sum of money that 'matches' a financial contribution made by an institution, university or hospital. .

The request was submitted to the state budget subcommittee dealing with energy issues Wednesday, and is expected to be considered in the next few weeks.
