The record 48 new legislators out of the total 120, elected because of term limits, poses a wild card in the political mix. Many are out to swiftly make their mark, and many will choose the issue of changes in health care, analysts said.

Schwarzenegger administration officials said he wants every sector to share the estimated $12billion annual cost of expanding health care coverage -- including taxpayers, employers, doctors, hospitals and insurers.
