City Councilwoman Wendy Greuel announced the beautification effort Friday, saying it will ``go a long way in protecting the Mulholland Scenic Parkway.'' Michael Collins, executive vice president of L.A. Inc., the city's convention and visitors bureau, was enthusiastic: ``Visitors (tour) Los Angeles largely in a car. To have that kind of effort to make a spectacular view more spectacular is laudable.'' The volunteers will launch their effort at the Nancy Hoover Pohl overlook at Fryman Canyon, one of five overlooks maintained by conservancy rangers. The city has agreed to provide routine maintenance along a 22-mile stretch of Mulholland and the Los Angeles Conservation Corps will begin regular maintenance along the drive, thanks to a $35,000 state Proposition 40 park grant awarded by the conservancy.
