The 200-page document authored by consultants Purkiss Rose-RSI and obtained Monday by the Daily News is a wish list of courts, lawns and track upgrades for eight existing junior high and high school campuses in the William S. Hart Union High School District. Rio Norte Junior High, which opened in August, was not included in the plan. The field consultants' recommendations combined coach and administrator surveys and comments from the community, with an eye toward providing equal access to physical education and sports facilities across all Hart district campuses. Compliance with Title IX, the federal law requiring equal support for both girls' and boys' athletics, also was considered. Hart officials already allocated $10 million from the $158 million Measure V bond for field improvements. But with the price tag for upgrading the four junior high schools alone estimated at more than $14 million, administrators and the school board will have to make some tough choices. ``All the recommendations are probably worthwhile and (will be) built as expressed whenever we can,'' board President Phil Ellis said. ``But part of it is determining what could be put off until later.'' Some proposals - new lockers, training rooms and gym air-conditioning - could access money reserved for other projects such as campus modernization, Ellis said. ``We've allocated $10 million out of Measure V,'' he said. ``That doesn't mean we couldn't find more money - if there is more. Some of the recommendations can be funded from other funds, such as modernization.'' Proponents for a football stadium at the campus have been vocal in recent months, crowding community meetings in a show of support. A major overhaul is slated for Saugus High, which is crammed against a hillside and a flood channel with nowhere to expand. A total of six tennis courts and a new baseball practice field are planned for the campus. The varsity softball softball, variant of baseball played with a larger ball on a smaller field.
