Master Plan a reality will require intense budgeting and soul-searching by officials.

The 200-page document authored by consultants Purkiss Rose-RSI and obtained Monday by the Daily News is a wish list of courts, lawns and track upgrades for eight existing junior high and high school campuses in the William S. Hart Union High School District.

Rio Norte Junior High, which opened in August, was not included in the plan.

The field consultants' recommendations combined coach and administrator surveys and comments from the community, with an eye toward providing equal access to physical education and sports facilities across all Hart district campuses. Compliance with Title IX, the federal law requiring equal support for both girls' and boys' athletics, also was considered.

Hart officials already allocated $10 million from the $158 million Measure V bond for field improvements. But with the price tag for upgrading the four junior high schools alone estimated at more than $14 million, administrators and the school board will have to make some tough choices.

``All the recommendations are probably worthwhile and (will be) built as expressed whenever we can,'' board President Phil Ellis said. ``But part of it is determining what could be put off until later.''

Some proposals - new lockers, training rooms and gym air-conditioning - could access money reserved for other projects such as campus modernization, Ellis said.

``We've allocated $10 million out of Measure V,'' he said. ``That doesn't mean we couldn't find more money - if there is more. Some of the recommendations can be funded from other funds, such as modernization.''

Hart officials are scheduled to discuss the plan's details Wednesday at the governing board Noun 1. governing board - a board that manages the affairs of an institution

the document, high school improvements alone totaled about $28 million, including a proposed $475,000 synthetic turf stadium field and $750,000 in permanent bleachers at Valencia High. Proponents for a football stadium at the campus have been vocal in recent months, crowding community meetings in a show of support.

A major overhaul is slated for Saugus High, which is crammed against a hillside and a flood channel with nowhere to expand. A total of six tennis courts and a new baseball practice field are planned for the campus. The varsity softball softball, variant of baseball played with a larger ball on a smaller field. Invented (1888) in Chicago as an indoor game, it was at various times called indoor baseball, mush ball, playground ball, kitten ball, and, because it was also played by women, ladies'  field will be relocated to the current site of the baseball field, which will be shifted nearer to the campus parking lot.

The report also recommends planting a lawn on the site of the existing basketball courts and rebuilding eight courts in a section of the student parking lot.

Big-ticket items at Canyon and Hart high schools include all-weather track surfacing and football/soccer fields with drainage. A new softball field is also recommended for Hart High, whose girls' softball team now plays at neighboring Newhall Park.

The following additions were recommended for the four junior high campuses:

- Arroyo Seco Arroyo Seco (Spanish: "dry creek") may refer to:
  • Arroyo Seco (Los Angeles County), a watercourse in Los Angeles County, California, United States.
  • Arroyo Seco Creek a watercourse in Sonoma County, California, United States.
Junior High: football field with drainage, eight-lane 400- meter track, new tennis courts and relocation of softball field and basketball courts.

- La Mesa La Mesa (lə mā`sə), city (1990 pop. 52,931), San Diego co., S Calif., a suburb of San Diego; inc. 1912. It is a retail center and a popular residence for upper- and middle-income professionals in the San Diego area.  Junior High: new varsity softball field, three new tennis courts, two new basketball courts, a new volleyball court.

- Placerita Junior High: new baseball field and practice field, new softball practice field, soccer field relocation.

- Sierra Vista Junior High: two new tennis courts, three new basketball courts, new softball practice field, softball field relocation.
