SPENDING PLANS REVIEWED PARENTING-SKILLS PROGRAMS COULD BENEFIT FROM SMOKE TAX.

Proposals for how the county should spend $165 million a year in new cigarette tax revenue generally drew praise Tuesday for its early-childhood programs.

The measure established a 50-cent-a-pack tax on cigarettes that will generate up to $700 million a year statewide. The plan proposes spending the money on programs that emphasize parent education, including:

--$25 million for programs for children under 5, including a program where nurses visit parents at home and teach parenting skills.

--$25 million for a "Help Families Help Themselves" program, which includes a "Warm Line" toll-free hotline parents can call to obtain assistance on good parenting programs.

--$25 million for enhancing day-care programs.

--$3 million for improving early childhood program services, including simpler application forms and consumer friendly service systems.

--$9 million for program administration, research, community grants and media marketing.

--$78 million for allocation later.

 Children's Council, said the plan does not allocate any money to the needs of American Indian children.

``The county should provide funding to the Indian community through the Prop. 10 Commission, thereby recognizing the unique political, social and cultural makeup of the Los Angeles Indian community,'' Clark said.

The commission, which has the final say in how the money is spent, will meet Thursday to decide whether to adopt the plan.
