 - Hoping to speed up soundwall construction while cutting the cost, the Metropolitan Transportation Authority is experimenting with a new construction strategy.

``We're going to see if that can make the whole design-and-build project a little bit shorter and save money,'' said MTA official Carol Inge. ``It's one attempt we're making to try to get more soundwalls built more quickly.''

Caltrans is finishing up a list of 40 soundwalls across the county, and the MTA has started overseeing the administration of dozens of other walls waiting to be built, including many in the San Fernando Valley San Fernando Valley

The MTA will be building 1.5 miles on both sides of the 134 Freeway between Louise Street and Harvey Harvey, city (1990 pop. 29,771), Cook co., NE Ill., a suburb S of Chicago; inc. 1895. Its manufactures include steel castings, metal products, chemicals, machinery, and electronic equipment. Harvey has an oil research center. The city was founded by Turlington W.  Drive, with a construction contract expected to go out for bid next year.

The MTA cannot estimate the time or cost savings of the design-build approach.

Inge said it typically takes up to three years to create a soundwall - one year each for preliminary engineering, design and construction.

The design-build project is still expected to take up to 24 months to complete, but Inge said MTA officials hope time can be saved by eliminating the old gap of six to nine months between the completion of the design and the awarding of the contract.

``Frankly, any savings in cost or time would be worthwhile,'' Inge said. ``The preliminary engineering is not that expensive. The final design and construction - those are the big places.''

The agency is also also looking at using different materials to cut down component costs.

``Anything we can think of to bring the cost down,'' Inge said.
