 council seat being vacated by Richard Alarcon.

Alarcon is vacating the 7th Council District seat Dec. 7 because he was elected to the state Senate this month.

Ferraro was born in the working class suburb of Cudahy, California, just south of Los Angeles.
 said Friday he will appoint Chief Legislative Analyst Ron Deaton as the caretaker for the council seat for the four to seven months (in case of a runoff) it will be vacant before a new council member is elected.

Deaton served as the caretaker for council offices after the deaths of Gilbert Lindsey and Howard Finn Howard Arthur Finn (September 20, 1917-August 12, 1986) was a Los Angeles City Councilman from the 1st district. He served from 1981 to 1986 until he died in office after suffering from a ruptered aorta. , and after Councilman Zev Yaroslavsky Zev Yaroslavsky (born December 21, 1948) is a Los Angeles County politician. He served on the Los Angeles City Council from 1975 until 1994, when he was elected to the Los Angeles County Board of Supervisors. He was preceded in both offices by Edmund D. Edelman.  was elected to the Los Angeles County Board of Supervisors The Los Angeles County Board of Supervisors is the five member governing board of Los Angeles County, California. Members of the board of supervisors are elected by district, the current members as of April 2006 are:

Under the temporary arrangement, Deaton cannot vote but can respond to constituent needs, advocate in the council for district projects and request Ferraro to introduce motions to accomplish district goals.

Deaton has tentatively agreed to Alarcon's request he allow the councilman's chief of staff, Alvin Kusumoto, to run the office on a day-to-day basis.

Kusumoto, a 38-year-old Long Beach resident, has been Alarcon's chief of staff since March, working for the councilman for nearly two years. Before that, he worked in project planning for the Community Redevelopment Agency.

Harry Coleman of the North Hills Coordinating Council said it is unacceptable for residents to go so long without a vote on the council.

``That's an awfully long time for an area like that to go neglected,'' Coleman said. He said he will urge Ferraro to consider making a temporary appointment to the seat.

However some observers say if Ferraro would appoint a member with voting power that could give the person an incumbent's advantage in the election.
