 birds is the choice for Burbank's Rose Parade float, the city's tournament association president said Tuesday.

The Burbank Tournament of Roses Association chose ``To The Future . . . At Full Throttle Full Throttle can refer to:

,'' out of almost 100 submissions for its entry in the Jan. 1 Rose Parade, said Teri Bastian, president of the Burbank Tournament of Roses Association.

She said the theme of this year's parade is ``Celebration 2000, Visions of the Future.''

``It's a hard job to pick one,'' Bastian said, adding the mutt won for ``the fantasy part of it. He's riding a rocket ship to the future and for the humorous aspect of it.''

Burbank resident Clark Jellison drew the winning design. Jellison designed four floats for Burbank in the 1970s, and has worked as a professional float builder in Pasadena, but the names of the submitters were kept in a sealed envelope, so the tournament committee members were unaware of his identity before they made their choice, Bastian said.

Some of the other entries that made it to the final go round were a robot, earth people meeting aliens in a hands-to-the-future motif and a fortune teller TELLER. She said there is a difference in philosophy between the parade committees in both cities because Glendale hires a professional float designer and builder, while Burbank's entry is all done by volunteers.

``We design, decorate and build it ourselves,'' Bastian said.

The city pays for most of the float materials, however.

The City Council must approve the design, but Councilman Bob Kramer does not foresee any problem.

``I think Burbank always puts out an outstanding float,'' Kramer said. ``I have a ton of confidence in the people who make our float.''
