``I'm really thrilled with this assignment,'' said Schiff, who plans to press for a resolution censuring Turkey for massacres of Armenians He also will seek legislation to stem the loss of Hollywood production and jobs to Canada and other foreign locations.

``We have got to find a solution to this problem with Canada and incentives they offer our studios,'' he said.

Berman, considered Congress' leading expert on runaway film production, is the third-ranking Democrat on the committee. The four lawmakers from the San Fernando Valley San Fernando Valley

The Armenian massacres Armenian massacres

Murder and expulsion of Turkish Armenians by the Ottoman Empire under Abdülhamid II in 1894–96 and by the Young Turk government in 1915–16.
remain a burning cause for millions of Armenian-Americans, including a large population in the Glendale-Burbank area. They have condemned the Turkish government for denying responsibility for a campaign that claimed an estimated 1.5 million Armenian lives.

Many Burbank and Glendale residents are descendants of refugees who fled the 1915-23 massacres, and they have demanded that the Turkish government acknowledge that Armenians suffered a holocaust.

Past proposals for the United States United States, officially United States of America, republic (2005 est. pop. 295,734,000), 3,539,227 sq mi (9,166,598 sq km), North America. The United States is the world's third largest country in population and the fourth largest country in area.  to recognize Armenia's tragedy and to demand that Turkey admit its role were opposed by White House officials and congressional leaders. They feared offending Turkey, an ally, and losing access to Turkish military bases that are vital to the U.S. effort to control aggression by Iraq's Saddam Hussein.

``I know it will be tough, but we're going to win passage this time,'' Schiff said.

Late Monday, Republican House leaders had named Rep. Howard P. ``Buck'' McKeon, R-Santa Clarita, chairman of the new Education Subcommittee on 21st Century Competitiveness, which will deal with issues in higher education, teacher training, student loans and job training as part of welfare reform.

From 1995 to 2000, McKeon headed the Subcommittee on Post-Secondary Education, which also handled college loan and job-training programs. The creation of a panel with new overall jurisdiction was the GOP's response to its selmposed three-term limit on chairmanships. McKeon saw the wider duties of the new panel - with the addition of welfare-to-work training programs - as a good idea.

``In the 21st century tech-based economy, Americans will find themselves needing more and more training to keep up with the latest technology,'' he said.

Southern California's GOP delegation is expected to wield considerable influence in the House, where Rep. Bill Thomas, R-Bakersfield, earlier was named chairman of the House Ways and Means WAYS AND MEANS. In legislative assemblies there is usually appointed a committee whose duties are to inquire into, and propose to the house, the ways and means to be adopted to raise funds for the use of the government. This body is called the committee of ways and means.  Committee, which oversees all
