It manages the state highway system and is actively involved with public transportation systems in California.  is proposing the state- and federally funded soundwall project along a 2.1-mile stretch of the Ventura Freeway between Fallbrook and Shoup avenues to cut down on noise.

News of the project came at a community meeting by California Department of Transportation officials held Tuesday at the Platt Branch of the Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  Library.

``We want to let the community know what projects we have in the area,'' said Oji Kalu, a senior transportation engineer project manager. ``Most of them want the wall.''

Funding for the walls was supposed to come from a mammoth gas tax increase approved by voters in 1989.

Noise levels along that stretch of the freeway have been recorded in excess of 70 decibels, officials said.

The wall could cut sounds by between 5 and 11 decibels.

Officials say that 65 decibels is the level recorded in a busy office.

The construction of the wall will take place on the south side of the freeway along the state-owned right-of-way.

No buildings will have to be condemned.

During construction, which could last about seven months, some lanes could be closed.

State officials held the meeting Tuesday to inform residents, displaying pictures of the proposed soundwall project and showing an eight-minute video on how officials record sounds.
