 SCIALFA: ``23rd Street Lullaby'' (Columbia) - Three stars

Scialfa's second solo outing in a dozen years is soaked in the atmosphere that produced hubby Bruce Springsteen's best work - rain-slicked avenues, lost romance and sepia-toned nostalgia. The disc's dozen songs are loosely connected, reflecting memories of an artistic bohemia that seems painfully innocent today. The concept works. The memorable title track, along with standouts ``You Can't Go Back'' and ``City Boys,'' reveal Scialfa's fine folk-tinged vocals, plus stirring ensemble work from a cast that includes the E Street Band's Nils Lofgren, session great Willie Weeks and Bruce himself on a couple of cuts. Good stuff. In stores Tuesday.

JAY FARRAR: ``Stone, Steel & Bright Lights'' (Transmit/Artemis) - Three stars

A founding member of the pioneering alt-country outfits Uncle Tupelo and Son Volt, guitarist/drone poet Farrar has taken his sweet time to get this live album out. More jam-and-nasal-whine spectacular than traditional twangfest, the set still offers a hypnotic stew of jangling jan·gle

 crunch and semi-depressed, pseudo-profound, California-centric maunderings. The disc covers originals (``Doesn't Have to Be This Way,'' ``Six-String Belief''), tunes from Farrar's three solo efforts and a couple of unexpected covers (Syd Barrett's ``Lucifer Sam,'' Neil Young's ``Like a Hurricane'').  jazz-funk score for Don Siegel's classic 1971 cop flick ranks with his best work, right up there with ``Cool Hand Luke's'' psychedelic bluegrass bluegrass, any species of the large and widely distributed genus Poa, chiefly range and pasture grasses of economic importance in temperate and cool regions. In general, bluegrasses are perennial with fine-leaved foliage that is bluish green in some species.  jazz.
