A spot of higher than normal intensity in the sweep of an indicator, as on a radar screen, used as a reference mark for determining distance. and flashing Jelly Belly-hued light of the dance floor. Her 14-track dance-pop debut is a sparkling mix of midtempo beats, country, r&b and jazz, as well as the expressive singer-songwriter's earthy pop. From the opening ``Stand,'' a skip through a bizarro world The Bizarro World (also known as Htrae) is a fictional planet in the DC comics universe. Introduced in the early 1960s, Htrae is a cube-shaped planet, home to Bizarro and his companions, all of whom were initially Bizarro versions of Superman, Lois Lane and their children. where ``there's children paying bills (and) monks buying thrills,'' Jewel shines. The sunny ``Run 2 Me'' finds her pouring out her heart over soaring harmonies and disco beats. Other standouts include lead-off single ``Intuition,'' the seductive ``Leave the Lights On'' and ``Doin' Fine.'' Rarely groundbreaking, ``0304'' (the title refers to being stuck in time) does inspire fun. And isn't that what dancing is supposed to be all about? - Sandra Barrera RADIOHEAD: ``Hail to the Thief'' (Parlophone/Capitol) - Two stars Except for U2, is there another band as deeply unfunky and inexplicably celebrated as Radiohead? Since 1997's admittedly intriguing ``OK Computer,'' the members of this quintet have fancied themselves pop visionaries, but the result is deadly, purposefully unmelodic albums choked with banal electronic noise. Little has changed with singer/lyricist Thom Yorke and company's sixth effort, ``Hail to the Thief'' (in stores Tuesday), which merely adds a conventional layer of guitar to the instantly dated computer programming. These 14 icy missives offer only wisps of meaning and melody in the atypical art-damaged tracks ``Sit Down. Stand Up'' and ``Backdrifts.''
