Low crime, top-rated schools and a business-friendly environment make homes in southeastern Ventura County among the most sought-after locations to buy a home in Southern California Southern California, also colloquially known as SoCal, is the southern portion of the U.S. state of California. Tapking and others blame the Save Open-space and Agricultural Resources initiatives passed by voters in the late 1990s as the culprit. Most of the county's cities have some offshoot of the initiative, first launched in the city of Ventura in 1995. The measure effectively preserves large swaths of agricultural land by requiring land-use changes go to a vote of the people. It also limits development within certain boundaries.

Proponents cherish the lush and rolling landscapes that originally lured them to the county and which SOAR preserves. Real estate watchers say it's exactly that charm mixed with the area's high quality of living that is creating a housing crisis.

. Much of the county is close to being built out, she said. And with little land left to develop and a growing population, developers are likely to look at in-fill projects and other already developed areas.
