This movement was a reaction to the earlier policy of Family Breakup, which pulled children out of unfit homes. and mental health agencies to help families keep their kids out of foster care, but some of the agencies said they were ``shocked'' by the biased and unfair contracting process. Some of the contractors alleged that contract evaluators formerly worked for the Department of Children and Family Services.
