SNUBBED COUNCIL CANDIDATE PREPARING RIVAL FORUM : SNUBBED CITY COUNCIL HOPEFUL INVITES ALL CANDIDATES TO FORUM.

Irked that most of the City Council candidates were excluded from an upcoming forum, council hopeful Dave Seagal has organized his own panel discussion in which all 10 office seekers a person who is attempting to get elected to an elected office, or to get an appointment to an appointive public office.

One of six candidates who were not invited to the Emerald Forum that Westlake Village businessman Tom Parker plans for Sept. 11, Seagal scheduled his own Thousand Oaks Thousand Oaks, residential city (1990 pop. 104,352), Ventura co., S Calif., in a farm area; inc. 1964. ``We want to see this done fairly and democratically, and we want it known that we don't exclude people,'' Seagal said.

The Thousand Oaks Freedom Forum is scheduled for 7:30 p.m. Sept. 11 at Temple Adat Elohim. All 10 candidates for the two City Council seats on the Nov. 5 ballot are invited, Seagal said.

Parker, who could not be reached for comment Wednesday, has said that he limited his forum to incumbent Michael Markey, Dan Del Campo, Marshall Dixon and Linda Parks For the DC Comics character, see .

 because they appear to be the candidates with the best chances of victory in the Nov. 5 election. Parker said that he wanted to keep the number of speakers manageable.

Seagal said candidates at his Freedom Forum will be given eight minutes each to tell the public why they want to win, Seagal said. There will also be a question-answer and informal discussion periods, he said.

``I'm sure there are going to be plenty of forums to get our ideas to the people,'' Jackson said, adding about his exclusion from the Emerald Forum: ``One little forum isn't going to make a difference.''

Lee said he had not been notified by Seagal as of Wednesday, but likely would participate in any forum for all 10 candidates.

``I'm looking forward to having an open and free debate with all the candidates,'' he said.
