SMOKING BAN EYED FOR PARKS KIDS' HEALTH IS CONCERN PUBLIC COMMENT INVITED.

SIMI VALLEY Simi Valley (sē`mē, sĭm`ē), city (1990 pop. 100,217), Ventura co., SW Calif. in an oil, fruit, and farm region; laid out 1887, inc. 1969.  -- The Rancho Simi Rancho San José de Nuestra Senora de Altagarcia y Simi is one of the land grants in California by the Spanish government. The name derives from Shimiji, the name of the Chumash village here before the Spanish.  Recreation and Park District is considering a proposal to ban smoking in parks where many people congregate, including sites used by youth sports groups.

 Janssen, a park district spokeswoman, noted that California already bans smoking in parks near children's play areas, but the local park district has been receiving complaints from youth sports groups about people smoking near dugouts and in the bleachers In The Bleachers is a podcast and website that focuses on Division I-A college football. It is recorded and aired weekly during college football season and features college football experts from the Big Ten, Big East, SEC, ACC, Pac 10, and Big 12 conferences. .

"Somebody will light up a cigarette and stand next to the dugouts, and the kids have no ability to get away from it," she said.

"In the bleachers, the other spectators can't get away from it. The softball and baseball leagues have an ongoing concern about this issue. We decided for the health and safety of the children, we would step forward."

Elaine Freeman, a member of the district's board, said smoking has been banned at beaches and parks in other Southern California Southern California, also colloquially known as SoCal, is the southern portion of the U.S. state of California. Centered on the cities of Los Angeles and San Diego, Southern California is home to nearly 24 million people and is the nation's second most populated region,  communities, and members of her board want to consider the issue here.

"It's healthier and it follows the trend in other communities, especially in athletic situations with youth sports. It's something that evolved as it became apparent this was a concern," she said. "We are trying to promote health and healthy lifestyles for kids."

The ban would include the district's four large community parks -- Rancho Simi, Rancho Santa Susana Santa Susana can refer to several places:
  • The Santa Susana Mountains in southern California
  • Santa Susana Pass, running through the abovementioned mountains
  • Santa Susana Field Laboratory, near Los Angeles, a test facility for rockets and (formerly) nuclear reactors
, Rancho Tapo and Rancho Madera -- all considered highly active areas where large numbers of people regularly congregate.

Other parks in the proposed ban include Big Sky Park, home of Simi Valley Girls Softball; Darrah Volunteer Park, home of the Simi Valley Baseball League; Houghton-Schreiber Park, home of Santa Susana Boys Baseball; Knolls Park, used by Simi Valley Little League; the section of Santa Susana Park used by Simi Valley Little League; and Sinaloa Youth Ballfields, home of Simi SIMI Sea Ice Mechanics Initiative
