SMALL BITES PHOENICIA RETURNS.Byline: - Larry Lipson Ara Kalfayan, Glendale's consummate restaurant host, has resurfaced as the owner of an expanded new Phoenicia, the restaurant he originally opened in 1978. At that time, Phoenicia, located at 343 N. Central Ave., was labeled a continental restaurant and its signature item was chicken baked in clay. Today's Phoenicia, for a while called Kix and still at the same address, sports a full Lebanese menu, one very similar to that of Kalfayan's previous venture, Mandaloun, which he left in May 2005. The revived Phoenicia, which Kalfayan unveiled the first week in November, offers 32 hot and cold starter dishes from $4 to $10 that include quails, frog legs, two different sausage dishes, numerous cheese recipes, beef tartare
