for allegedly harassing him, but is still a possible suspect in her death, police said Wednesday.

Nuzzio Begaren sued the two agencies Friday, but Anaheim police Lt. John Haradon said the department has not been served with the papers.

``He still isn't cooperating with us (on the murder investigation) and we have not eliminated him (as a suspect),'' Haradon said.

Elizabeth Begaren was shot to death Jan. 17, 1998, at an Anaheim freeway on-ramp. She had been riding in a Kia Sportage sport-utility vehicle with her husband and 10-year-old stepdaughter step·daugh·ter

Her husband told investigators they were forced off the road by men in a dark sedan that had followed them on the Golden State Freeway The Golden State Freeway is a north-south freeway running through Kern County and Los Angeles County, California. In his Orange County Superior Court lawsuit, Begaren said authorities treated him like a criminal. Begaren, who has denied culpability culpability (See: culpable)  in his wife's death, said he has cooperated with police.

He said Anaheim police set him up for an arrest Jan. 26, 1998, on the Santa Ana Freeway The Santa Ana Freeway is one of the principal freeways in Southern California, connecting Los Angeles, California and its southeastern suburbs. An arrest for driving with a suspended license kept him from being at his Lancaster home when police searched it, he said.

At the time, Anaheim police said they asked the CHP to stop Begaren after officers driving north to search his house said he passed them at a high rate of speed. He was cited for driving on a suspended license and having no car insurance, Anaheim officials said.

Anaheim officials said they had paged Begaren to tell him they intended to search his house. He said he would meet them, they said, but never showed up after he was ticketed.

The reward for information leading to an arrest and conviction in the case now stands at $60,000, Haradon said.

``The case is the same,'' he said. ``This (lawsuit) is an interesting twist.'' He said police are still pursuing leads.

Begaren took out a $1 million insurance policy on his wife's life in the months before she was slain, Haradon said.

Two weeks ago, Elizabeth Begaren's parents filed a lawsuit in Lancaster Superior Court accusing Nuzzio Begaren and unidentified conspirators CONSPIRATORS. Persons guilty of a conspiracy. See 3 Bl.
