SITE CLEANUP PROPOSAL WOULD ALLOW PHASES.

City officials must weigh several catch-22s dangling from a developer's request to clean up the contaminated contaminated,

While the city has pushed for one massive environmental cleanup of the property - which eventually would support a new high school, highway and city transportation garage - developers have recommended that it be done in phases, to free up cleaned sections for development and help finance the rest of the project.

They also want to make sure the lingering problem is seen through to completion, once and for all.

``It would leave a big mess for the city'' if the company were to abandon the project, said Darcy.

The Porta Bella site is south of Soledad Canyon Road, east of San Fernando Road San Fernando Road is a major street in the city and county of Los Angeles. It starts off in Castaic as The Old Road, passing through Santa Clarita and the Newhall Pass, where upon its intersection with Sierra Highway near the junction of the Golden State (I-5) and the .

In 1996, under the property's prior ownership, the city approved a development agreement for a planned community with 2,911 homes, 92 acres of commercial property, 434 acres of open space and 42 acres for active parkland and recreation, according to a company official. Santa Clarita LLC bought the land in January from the Whittaker Porta Bella Development Corporation.

Other major components of the overall plan include neighboring land to be prepared and turned over to the William S. Hart Union High School District for Golden Valley High School, and the construction of Golden Valley Road - which would cross the property and provide a major east-west thoroughfare.

Delays in remediating the Porta Bella property could put off further construction and completion of Golden Valley Road, the main artery that would provide access to the future Golden Valley High School site, city officials said.

Another aspect for the City Council to consider is that the city would gain a 14-acre parcel located along the eastern boundary of the project area, said Darcy.

The land is eyed for a ``transit maintenance facility'' to house, wash, repair and maintain Santa Clarita's fleet of 80 municipal buses. Darcy described the fleet's current lot as ``woefully woe·ful also wo·ful

With approval of the phased remediation plan already granted from the state Department of Toxic Substances Control, the council is the last authority to sign off on the proposal before the development companies may proceed.

,'' said RFI spokeswoman Julie Bucker, noting that RFI specializes in ``restoring environmentally impaired property.''

She added, ``We are committed to working with the City Council and community on this until we come up with a plan that's satisfactory.''

Later this month, Santa Clarita LLC is expected to submit development agreement amendments, specific plan changes and an amendment to its general plan to the Planning Commission, according to city officials.
