SIMI VALLEY: BRIEFLY : T.O. PANEL TO MEET ON COPPER CURTAIN.

THOUSAND OAKS Thousand Oaks, residential city (1990 pop. 104,352), Ventura co., S Calif., in a farm area; inc. 1964. Avocados, citrus, vegetables, strawberries, and nursery products are grown.  - The Thousand Oaks Arts Commission is scheduled tonight to discuss, and perhaps decide, what to do to improve the appearance of the controversial Copper Curtain.

At a special public workshop last week, the commission heard about 30 suggestions from local artists and took comments from numerous members of the public, ranging from etchings on the copper panels to using special lighting to make the curtain hanging from the side of the Civic Arts Plaza more pleasing to the eye.

Since it was unveiled in 1994, the Copper Curtain has been the subject of discussion and even derision from much of the public, much of which says the curtain resembles the back of a refrigerator rather than the theater curtains it was intended to represent.

Commission members have said they hope to decide on a recommendation to the City Council at tonight's meeting.

The commission will meet at 7 p.m. in the boardroom at the Civic Arts Plaza, 2100 Thousand Oaks Blvd. For information, call Stacy Minasian at (805) 449-2117.

Judgment motion filed on nude club

SIMI VALLEY - The attorney for the man who wants to open a nude-dancing club in Simi Valley has filed a motion for judgment in the case that deadlocked in federal court last month.

Roger Diamond, the Santa Monica-based attorney for Phil Young Phil Young (born in Canterbury, New South Wales) was an Australian rugby league player for the Canterbury Bulldogs and the Newtown Jets in the New South Wales Rugby League premiership competition. , who is challenging Simi Valley's adult entertainment ordinance, filed his motion Monday in federal court, he said Tuesday.

The motion, which will be considered July 21, asks that U.S. District Judge William Rea make a decision on Young's claim that Simi Valley's regulations limiting the location of a strip club violated his First Amendment rights.

Though a jury deadlocked 6-3 in May, Diamond said Rea has the right to make a ruling ``based on evidence given at trial.''

Since 1991, Young twice has tried to open an adult entertainment club at 585 Los Angeles Ave., near Sinaloa Road, that would have featured as many as 30 women stripping to music. Both proposals were rejected by the Planning Commission, which said the projects violated the city ordinance that called for a 500-foot buffer zone between an adult entertainment business and any youth-oriented business.
