 was found mentally competent Tuesday to stand trial in Ventura Superior Court.

Judge Steven Perren set Timothy Paul Kootenay's trial for Monday after finding Kootenay mentally competent based on written reports from a psychiatrist and two psychologists. Kootenay, 34, has pleaded not guilty to charges of using two bogus money orders, totaling more than $5,200, to purchase six military-type assault rifles from an Oklahoma City Oklahoma City (1990 pop. 444,719), state capital, and seat of Oklahoma co., central Okla., on the North Canadian River; inc. 1890. The state's largest city, it is an important livestock market, a wholesale, distribution, industrial, and financial center, and a farm  firearms dealer in April 1994.

The county grand jury indicted INDICTED, practice. When a man is accused by a bill of indictment preferred by a grand jury, he is said to be indicted.  Kootenay on two charges of grand theft, two charges of forgery by passing a fictitious instrument, and six charges of passing a fictitious money instrument. Kootenay remains in custody at the county jail.

 approved a pact with the city of Thousand Oaks Thousand Oaks, residential city (1990 pop. 104,352), Ventura co., S Calif., in a farm area; inc. 1964. Avocados, citrus, vegetables, strawberries, and nursery products are grown.  on Tuesday calling for the city to develop a golf course in Hill Canyon and the county to develop a park for Santa Rosa Valley residents.

Under the agreement, the city would pay the county $25,000 for an option to buy 27 acres of Santa Rosa Park Santa Rosa Park is a thoroughbred race track at Arima, Trinidad and Tobago. It is currently the country's only race track and hosts all of Trinidad's major races, including the The Royal Oak Derby, Guineas, President's Cup and Midsummer Classic. External links

 for a golf course. If the city exercises the option to buy the golf course, it would cost $250,000. The purchase would complete a 300-acre area for a golf course and bike and horse trails between Hill Canyon and Santa Rosa Road.

The county will use the revenue to develop Santa Rosa Park, which will cover 23 acres. In addition to the option and purchase fees, the county expects to collect $60,000 to $70,000 annually in greens fees. The county bought the parkland between 1968 and 1974, but park improvements remained on hold because the county lacked money to develop the park.
