SIMI VALLEY: BRIEFLY : ATTORNEY CHARGED IN PRACTICE OF LAW.VENTURA - Ventura County prosecutors have charged a Westlake Village lawyer with four counts of practicing law without a license, authorities said Thursday. Prosecutors allege that James Joseph Brown III, whose office is in Westlake Village, represented four clients during a period when his license was suspended by the California Bar. Brown faces arraignment on the charges in Ventura Municipal Court on Oct. 1. Prosecutors charge that Brown represented clients in two civil cases and two criminal cases during the period when he was not allowed to practice law, which extended from July 31, 1995, to Aug. 16 of this year. Among the guest speakers will be county Supervisors Frank Schillo and John Flynn, Former Rep. Robert Lagomarsino and Brig. Gen. Guido J. Portante, Deputy Commander, 40th Infantry Division, California National Guard.
